China Glaze Neon Colors Nail Polish

China Glaze Nail Polish.. why is it drying dull and matte with no shine?

I bought the color "yellow polka dot bikini" it is neon yellow and supposed to be bright and shiny.. it dries dull and matte, not shiny... I thought China Glaze was supposed to be high quality.. whats wrong with it? Is this normal for china glaze to dry matte with no shine?

put a clear top coat on it.
